Kalonzo Warns Against Constitutional Retrogression as Kenya Marks Katiba Day

Nairobi, August 27, 2026 - Marking sixteen years since the 2010 Constitution was promulgated, Wiper Party Leader Dr. Kalonzo Musyoka has called out the current administration over what he termed as "second-class compliance" with a first-class supreme law.

Addressing the nation on Katiba Day, the former Vice President the sole surviving principal among those who presided over the historic August 2010 signing alongside the late President Mwai Kibaki and the late Prime Minister Raila Odinga emphasized his duty to uphold the constitutional legacy.

"The Constitution is not a document for seasons. It is our shield and defender," Kalonzo stated, reflecting on the 2007 post-election crisis that underscored the necessity of the 2010 legal framework.

Kalonzo expressed deep concern over the systematic weakening of independent commissions, disrespect for court orders, and human rights violations against young Kenyans exercising their fundamental rights under Chapter Four. He further criticized the executive over deliberate delays in disbursing funds to county governments.

Focusing on devolution, Kalonzo censured National Treasury proposals to centralize county accounts, describing the move as an attempt to strangle county operations. Pointing to the Sh163.74 billion owed by counties in unpaid bills as of December 2025, he proposed that the minimum devolved revenue allocation floor be raised from 15 per cent to 35 per cent, alongside strict penalty interest on delayed national exchequer transfers.

On electoral integrity, Kalonzo cautioned the Independent Electoral and Boundaries Commission (IEBC) against opacity ahead of the 2027 polls, reminding election officials that free, fair, and transparent processes are essential to national security. He concluded by urging young Kenyans to safeguard their constitutional inheritance against political self-interest.
