BABU OWINO CLINCHES TOP SPOT IN NATIONWIDE LAWMAKERS' SCORECARD

 

Embakasi East MP Babu Owino Joyfully Receives His Award Certificate As Kenya's Top-Performing Lawmaker From Infotrak.

Embakasi East Member of Parliament, Hon. Babu Owino Paul, has emerged as the top-performing lawmaker in Kenya, according to the latest 2026 Infotrak Elected Leaders Performance Rating. The extensive survey, which evaluated elected leaders across all 47 counties, 290 constituencies, and 1,450 wards, utilized a 1–10 Likert scale to gather citizen perceptions on leadership delivery. Babu Owino clinched the highest position nationwide among Members of Parliament, scoring an impressive 80%.

Following closely behind the Embakasi East legislator is Kabuchai MP, Hon. Joseph Simiyu Kalasinga, who secured the second position nationally with 78%. Taveta MP Hon. John Okano Bwire and Kiharu MP Hon. Samson Ndindi Nyoro tied for third place, each posting a commendable score of 76%. The survey highlights that a leader's scorecard is heavily influenced by delivery on promises, transparency and accountability, and visible development projects, particularly through proper utilization of NG-CDF allocations.

In the Senate category, Kirinyaga Senator Hon. Kamau Murango led his peers across the country with an overall score of 69%. Nyandarua’s Hon. John Methu followed tightly in second place with 68%, while Murang'a Senator Hon. Joel Nyutu took the third spot with 65%.

Among the Women Representatives, Kirinyaga County continued its winning streak as Hon. Jane Njeri Maina topped the national list with 67%. West Pokot's Hon. Rael Chepkemoi Kasiwai ranked second with 61%, and Samburu’s Hon. Pauline Lenguris stood third at 60%. The report noted that Women Representatives often face unique communication hurdles, as their advocacy and inclusion roles are less physically visible than traditional infrastructure projects.

Infotrak emphasized that this rating index represents a direct mirror of public opinion based on lived experiences rather than a technical audit of resources. It serves as an essential mechanism for democratic accountability, tracking how effectively leaders maintain accessibility, visibility, and responsiveness between election periods.
