NAIROBI, November 13, 2025 - The Principal Secretary for Parliamentary Affairs, Dr. Aurelia Rono, has emphasized the need to rebuild Kenya’s moral fabric through value-based upbringing as she launched the Training Manual for Nurturing National Values in Children and Youth at the Railways Headquarters.

Dr. Rono described the manual as a major milestone in instilling values that will shape the nation’s future. She noted that the family remains the foundation of value formation, citing Sessional Paper No. 8 of 2013, which identifies it as a key pillar in creating a values-based society.

Through the Directorate of National Cohesion and Values, the government has developed the manual to guide parents and caregivers in nurturing responsible and patriotic citizens. The PS expressed concern over moral erosion among the youth, saying the manual offers practical tools to instill integrity, patriotism, and positive behavior.

Dr. Rono affirmed the initiative as a national call to action to empower families and communities in raising a value-driven generation. Aligned with the Constitution, Vision 2030, and the Bottom-Up Economic Transformation Agenda (BETA), the manual reinforces the family as the cornerstone of social cohesion and national development.

In his powerful speech, George Sikulu, the CEO of the National Parents Association (NPA), emphasized the vital role parents play in shaping the future of Kenya through the promotion of national values. He spoke passionately about the deep connection between economic growth and the values that define a nation, urging every parent and community leader to take responsibility in fostering these ideals at the grassroots level.

The launch of the Parents Manual on National Values, supported by the government, was heralded as a landmark moment in Kenya's efforts to instill integrity, unity, and patriotism in the next generation. Sikulu said the manual provides a structured approach for parents to communicate the 17 national values outlined in Kenya's Constitution, ensuring consistency and clarity in their interpretation across the country.

"Parents have the unique privilege and responsibility to shape their children's character," Sikulu remarked. "This manual empowers them to do so in a way that aligns with our national aspirations, ensuring our children grow up understanding what it means to be Kenyan - what it means to live with respect, honesty, and unity."

He further called on Parents Associations nationwide to take immediate action. By investing in training programs, sharing success stories, and making values a key agenda in school meetings and parent gatherings, the NPA aims to engage millions of households across Kenya in this critical mission.

The event marked not only a formal launch but also a renewed commitment by the NPA to drive the national values agenda. In his closing remarks, Sikulu reminded parents that wisdom, grounded in strong values, is the greatest gift they can give their children -a gift that will last a lifetime and guide them through challenges and successes alike.

As the crowd erupted into applause, it was clear that this initiative had sparked a renewed sense of purpose among parents and community leaders. The road ahead, as Sikulu pointed out, would require the collective effort of every Kenyan. However, with the unwavering support of parents and the NPA, the future of the country looked brighter - founded on a shared foundation of values.
