2025 GOK Scorecard: Bottom-Up Reforms Drive Kenya’s Transformation Toward a First World Economy

Nairobi, Kenya – December 19, 2025 - The Government of Kenya has recorded significant progress in transforming lives and livelihoods through the Bottom-Up Economic Transformation Agenda (BETA), Government Spokesperson Hon. Sen. (Dr.) Isaac Mwaura, CBS, announced today during a press briefing at Harambee House Annex.

Presenting the 2025 Government Scorecard, Hon. Mwaura revealed that over 2 million jobs have been created across key sectors, marking a firm shift from economic recovery to sustained growth. He noted that Kenya is deliberately transitioning from a Third World economy defined by exclusion to a First World economy anchored on productivity, shared opportunity, and economic freedom.

Key macroeconomic indicators point to stabilisation, with inflation declining from 9.6% to 4.6% and the Kenya Shilling remaining stable, supported by strong exports and record diaspora remittances of KSh 660 billion. In agriculture, over 7.1 million farmers have been digitally registered, fertiliser prices reduced, and maize production projected to reach 70 million bags in 2025, lowering food prices and boosting food security.

The MSME sector continues to expand, with the Hustler Fund disbursing over KSh 80 billion, formalising millions of entrepreneurs previously excluded from credit. Affordable housing has emerged as a major job creator, with 240,000 units under delivery, while healthcare reforms have expanded coverage to over 27 million Kenyans under the Social Health Authority.

Digital transformation, infrastructure investment, education, tourism, and global labour mobility further underline Kenya’s upward trajectory. Hon. Mwaura reaffirmed the Government’s commitment to disciplined implementation, accountability, and citizen-centred development, declaring that Kenya is rising-united, resilient, and prosperous.
