    Kitui County 2018/19 FY Budget Made Easy for Public Consumption*

    Kitui County Government has today launched a citizen's budget guide dubbed "_Musangi_ _Budget_", a shortened and simplified version of the 2018/19 FY budget to ensure _mwananchi_, at all levels have a better understanding of its programmes in what is seen as the most practical and transparent move to promote accountability mechanisms and step up people's participation in the county.

    Flanked in her office by the Treasury Chief Officer Enoch Nguthu, the County Treasury Executive Committee Member Mary Nguli released over 300 copies of _Musangi_ Budget, in a first of its kind initiative and urged other county government Finance Executive’s to follow suit and ensure they disseminate information in a manner easily understood by common _mwananchi_.

    Under the simplified version, Madam Nguli broke down the major programmes that the county under Governor Ngilu’s leadership plans to undertake in 2018/19 FY, pointing out various development programmes under the Food & Water pillar totaling over Kshs.1.2 Billion shillings.

    The Country Treasury boss went further to break down programmes under the Health Care pillar amounting to Kshs.2.8 Billion which include allocations for health personnel, maternal and child health programmes, Universal Health Care project, allocations to preventive and promotive health care services including free primary health, immunization and cost sharing refunds for County Health Insurance Cover (CHIC)

    Under Education & Youth Development Pillar, the County Treasury Executive pointed various youth training & skills development programmes, and other programmes that promote education as well as the County Empowerment Fund whose large component targets to uplift youth and women, just to mention a few.

    Ms. Nguli further reported that the Women Empowerment pillar has so far received much support in terms of the various development and skills enhancement initiatives underway, with much more allocations slated to ensure successful completion and roll out in the 2018/19 FY.

    She further made clear that _Musangi_ Budget is set to meet the County’s objectives under wealth creation pillar through various programmes including trade development, construction of an abattoir, setting up and installation of various value addition machinery such as processing machines, interlocking brick making machines, ballast crushers, garment making machines, branding of county products, mineral resource development and many other ongoing projects to be completed in the current Financial Year.

    The enablers of growth will be the various planned road infrastructure projects, housing development project, land survey and titling, ICT infrastructure development, and adoption of alternative technologies including solar lighting projects.
    The CEC affirmed that the projects will be fully implemented and that Kitui people will receive value for money and feel the impact as the projects come to fruition. “Clearly, the Governor has given the best leadership. The Government is on track and am personally satisfied and happy that we can account for the short period we have been in office. It is instructive to note that public resources have been put to the best use and reforms are underway to improve on efficiency in execution of projects” she concluded.

    Madam Nguli thanked the public for the support exhibited by their attendance of the various public participation forums held by the county and on budgetary matters and welcomed their feedback on financial issues, “we take this very seriously” she further said.
